The police and the Shin Bet failed to do their job during last year's riots that took place during the Wall Watch. This opinion was expressed by State Comptroller Matanyahu Engelman. "Violent riots during "Guardians of the Walls" revealed serious shortcomings,” he said. One of the egregious shortcomings is the lack of response from the police to nearly 3,000 calls to the emergency number between May 11 and 13, according to the State Comptroller. It is specified that approximately 4,000 calls remained unanswered. Engelman also found flaws in the division of duties between the Shin Bet and the police that contributed to intelligence gaps.
