Members supported the continuation of reforms in the education sector.

May 30, the Verkhovna Rada adopted the law on General secondary education.

Government bill No. 10204, which was tabled in Parliament on 5 April, was supported by 229 deputies, reports the online edition of the Chronicle.info with reference to lb.ua.

The press service of the Ministry of education said that this bill complements the framework law on education, adopted in 2017.

Among the innovations of the bill is the introduction of real, not declarative, choice of items variable component. It allows you to create miklossy group to study objects when the discipline of listening is not a class, a group of students from different classes of the same grade or adjacent grades.

The bill also provides for three models of implementation of the language provisions of the law on education for ethnic minorities.

The first model provides for the possibility of teaching in the minority language all subjects from 1 to 11 (of 12) grade along with the Ukrainian language. It is noted that this model is effective for minorities with “vulnerable” languages, i.e. those that do not have their own state for the development of linguistic terminology and for those who do not live in the medium of their own language.

This category includes the Crimean Tatars, because the ethnic minority is not a state that would deal with the development of the terminology of their language, and community lives exclusively in the Ukrainian or Russian medium.

The second model is provided for acobsen, whose language belongs to the languages of the European Union. So, from the 1st to the 4th class training will take place in the language of national minorities with the study of the Ukrainian language, from 5th class — 20% of training in the Ukrainian language, with an annual increase of its volume up to at least 40% in the 9th grade. For the high school provides at least 60% of the volume of learning Ukrainian.

The third model is for acobsen, their mother tongue, which belongs to one of Ukrainian language family and living mainly in the medium of their own language. Such language is Russian. Children who will study according to this model, will start teaching subjects in Ukrainian language (at least 80% of the time) immediately after the 5th class.

The document expands opportunities for teachers to build programs, develop their own system for the promotion of the student professional development on their own choice and at the expense of the state.

The document also supplements for teachers in the amount of 10-20% of salary for the superintendence of resource rooms, classrooms for Informatics and gyms. They will also be able to get additional co-pay thanks to the law will be able to set the founder of the institution.

Another innovation for teachers — introduction of pedagogical internship. A young teacher coming to school, will receive a mentor who will advise, guide and nurture. Mentor for it will be charged a 20% surcharge.

The bill requires the passing of teachers training course for pre-medical aid. Also parents of children with special educational needs will have the opportunity to accompany their children to lessons

Parents are also guaranteed the right unplanned institutional audit of the school in the event of conflict with the administration of the institution. If parents see problems in the school and has exhausted all possibilities to solve it together with the administration, institutional audit will help to find a way out of the situation.

Also, the bill requires competitive selection for the position of Director of the school with the obligatory video of the process. The Director may hold office for not more than two terms for 6 consecutive years in one institution.
