The eyewitness and first responder who arrived on the scene say that many seconds elapsed from the moment they arrived at the scene until help was rendered. The police officers did not allow assistance to the wounded and did not shoot at the terrorist who was sitting in the car. The terrorist was surrounded by policemen with weapons, and only when he tried to get out of the car, he was shot dead, and the rescuers who arrived gave first aid to the wounded.
