Experts: why the Russian Federation released fighters from Azovstal

Russia allowed the evacuation of Ukrainian soldiers from Azovstal in order to declare Mariupol taken. This opinion was expressed by the American Institute for the Study of War (ISW). According to analysts, the Russian Federation agreed to such a step in order to ward off criticism over the failure at the Seversky Donets.
