Former high-ranking Shin Bet officer Lior Ackerman said that it is very difficult for the security forces to cope with the phenomenon of lone terrorists.

“The chances of identifying those few who are not associated with any organization before an attack are very small. There are people in the vicinity of East Jerusalem with high access to weapons, and nothing prevents them infiltrate Israel,” Ackerman said.
