The great Thomas Jefferson, one of the “Founding Fathers” of United States and creator of the evergreen American Declaration of Independence gave the following definition of democracy: “it is a balanced blackmail.”
Democracy is impossible without a system of checks and balances, without the eternal readiness of representatives of different sectors to defend their interests using available socio-political strategies.
“two hands”: confrontation and interaction. Opposition comes into play only when it is impossible to reach compromises. After all, the best war – the one that was avoided.
On the other hand, a constructive way of negotiating and reaching agreements becomes more possible when the negotiating partners are well aware that in case of insufficient flexibility, the opposite side is able to turn the table.
The working committees in Israel, which are under the wing of the Histadrut, have the opportunity, in which case, to start a conflict, organize a general strike, take people to demonstrations.
But this is not necessary today, when the Histadrut is in the front row among those who make decisions in Israel. When all the parties represented in the Knesset are included in the coalition created by Arnon Bar-David. Today, thanks to constructive strategies for engaging with the state, the Histadrut has far more influence than when the Histadrut leaders clutched strike megaphones and ordered tires to be burned.
After all, the trade union movement does not necessarily have to be in a state of confrontation with the executive and legislative branches of state power. Today, there are no legislative initiatives that threaten the Histadrut, as there were three and a half years ago when Arnon Bar-David assumed the position of Chairman of the Histadrut

Then, let me remind you, there was an attempt to pass a government bill on the prohibition of strikes and mandatory arbitration in labor conflicts. Nowadays, no one puts forward such anti-trade union legislative initiatives. This is the result of the Histadrut's power, leadership, and governmental approach.
The current Histadrut – calmness of strength, which does not need to be proved unnecessarily.
And so, everyone understands that Arnon Bar-David can stop the country with one phone call. Why does he need to demonstrate this once again?!
Why did the number of members of the Histadrut increase to 800,000? Today, the Histadrut has taken under his wing many areas and specialties that were not previously under his protection. these are the wheels that drive the economy in the State of Israel. But for the wheels to function, they need to be taken care of. They must be protected. Stones that can damage them must be removed from their path. – says Arnon Bar-David.
Why, unlike in many other countries, the number of union members in Israel is not decreasing, but growing? Why do people join the Histadrut? Man – a social being. Every “I” associated with “We”. The individual is not self-sufficient, but is always part of some community in which he is included and without which he could not exist. Entry “I” in “We” – often happens because of a convergence of interests. Employees need to be united and protected so that in which case they are not left alone with the arbitrariness of the employer. This is also the kind of blackmail necessary for the balance of power.
The Histadrut has been in existence for 101 years. But it was in recent years, under Arnon Bar-David, that a decisive expansion into new sectors began. For example, the rights of doctors – and were formerly strictly guarded by the Histadrut. But only recently have employment agreements been reached for the administrative staff of hospitals – people doing hard physical work. Among them are many Russian-speaking Israelis. In total, we are talking about 20,000 workers. The leader of the Histadrut has signed an agreement that raises their salaries by hundreds of shekels a month, and in January 2023 their salaries will rise again.
The same can be said for agreements that protect the rights of Israel's 100,000 guards. This agreement has already received a decree from the Minister of Labor (“tsav arkhava”), extending the scope of the collective agreement to other groups of workers not included in the agreements. And this makes it possible to raise their wages to over 60% of the minimum wage.
Now the Histadrut is seeking to respect the rights of women who care for the sick and the elderly, cleaners, and other representatives of unskilled labor. We have achieved a lot. It won't stop there. We are talking about especially vulnerable categories of workers. That is, the Histadrut is constantly promoting new sectors. And soon there will be a million members of the trade union organization.
