“Since July, we are waiting for the beginning of health reform in full. She starts for the 149 primary health care in 20 regions of Ukraine, on the territory, home to 8 million people. These 149 health facilities and their isolated clinic will operate under the new rules. They will cease to receive funds from the Ministry of health and local authorities on their content. They already have contracts with NCSU, and NCSU will pay them a clearly prescribed list of medical services,” said Kovtonyuk.
As noted by the Chairman of the National health service Oleg Petrenko, while we are talking only about utility in primary care. In particular, dedicated funding for primary care on the principle “money follow the patient” in the second half of 2018 8 billion now medical facilities have signed agreements with NCSU in the amount of 1.5 billion UAH.
According to him, the other day, NCSU conclude contracts with 9 private medical institutions, which will also provide services to the public primary health care. Since the announcement of the conclusion of contracts between NCSU and medical primary care received 233 applications: 186 – public medical institutions, 21 from medical institutions of municipal budget ownership and 26 from private health facilities. The contracts were concluded with those who have fulfilled all requirements for logistical facilities and service.
Petrenko said that most contracts with NCSU concluded health facilities primary care Vinnytsia, Poltava region, Kyiv, the outsiders are – Sumy, Ternopil, Volyn and Luhansk region there is not a single medical facility primary care is not contracted with NCSU.
The Chairman of NCSU also reminded that from 1 July, comes into effect the Ministry of health order № 504, which determines the order of rendering primary health care and range of services. For patients these health care services are completely free. According to him, the MINISTRY of health expects patients will increasingly turn to physicians “primary” to solve their medical problems.
What concerns the financing of medical institutions, which for various reasons have not yet concluded contracts with NCSU, Petrenko said that the government adopted a decree on the redeployment of funds program medical guarantees in the subsidy for these hospitals. According to him, they will receive a subsidy in the same amount as in the second quarter of 2018.
